New Study in Slovakia Reveals Alarming Illegal Gambling Trends

The gambling landscape in Slovakia just got a wake-up call. A fresh report, dubbed “The Black Book of Illegal Gambling,” dropped by the Institute for Gambling Regulation in Slovakia (IPRHH) on August 19, 2025, uncovers shocking insights. This groundbreaking study dives into the shadowy world of unlicensed gambling, exposing risks and emerging patterns.

Unlicensed Operators Exploit Players with No Safeguards

Illegal gambling operators run wild in Slovakia, ignoring all regulations. They target vulnerable groups, offering big bonuses and easy access. Dávid Lenčéš, IPRHH’s Executive Director, warns that these sites skip identity checks and addiction protections. Players lose money with no legal recourse, a major concern highlighted in the report.

Tax losses hit millions of euros annually due to this black market. The study reveals that 23.7% of gamblers—around 296,000 Slovaks—use unlicensed platforms. Shockingly, 42.2% of players don’t verify if an operator holds a Slovak license. Another 24.1% can’t tell if their chosen site operates legally.

Tempting Offers Draw Players to Illegal Sites

Unlicensed operators lure players with irresistible perks. The report notes that 32.5% fall for hefty bonuses, while 29.5% chase better odds. Easy registration attracts 29.1% of users. Even worse, 13.1% of excluded players, registered with Slovakia’s National Register of Excluded Persons (RVO), turn to these illegal sites. This loophole weakens protective measures seen in licensed platforms across Europe.

Misleading ads add to the problem. Some 43.2% of players struggle to distinguish between legal and illegal promotions. This confusion fuels the growth of the black market, leaving players exposed.

IPRHH Proposes Strong Action Against Illegal Gambling

The IPRHH doesn’t just sound the alarm—it offers solutions. The institute suggests a multi-pronged approach, boosting public awareness and supporting licensed operators. Blocking illegal websites and collaborating with banks and payment firms top the list. These steps aim to cut off illegal operators’ access to funds and players.
